TGRC is excited to have partnered our client, one of the largest renewable energy Independent Power Producers globally, headquartered in Europe, in search of a CEO, Hydropower for their rapidly expanding team in India.
Responsibilities:
Engage the different approvals and related advisors for all hydropower related projects.
Ensure that project managers and the project team work together in a consistent manner.
Guarantee that procurement is made accordingly to good practices procurement rules and processes and consistent with financing requirements.
Responsible for the proper execution of the project financing process, including all related paperwork, securing legal aspects of the projects, performance monitoring of contractors and the proper control and reporting of the projects' parameters (cost, schedule and risks).
Provide appropriate reporting to the to the governance bodies (Steerco; Executive Committee, etc) as per project procedures.
Liaise with the Technical Head to ensure consistency between technical scope and contracted scope.
Assume accountability for health and safety (for project resources, Contractors and sub-contractors).
Ensure the provision of adequate resources to facilitate the achievement of Shareholders and projects' health and safety objectives and guaranteeing that all objectives for the projects are being met (HSE, budget, financing execution, time schedule, quality, consent, communication and O&M preparation).
Supervise the overall organisation of the projects, and maintain the Project Execution Plan, in
particular with respect to changes to the scope and controlling spending related to project execution and overseeing financial steering (capex and cashflow, opex etc.)
Maintaining and building upon new and existing relations with external stakeholders (elected representatives, state services, local authorities, environmental associations etc.)
Management and coordination between the Services Providers of the projects, take strategic decisions for the projects in line with the Steerco / Executive Committee (industrial strategy choices, risk acceptance or transfer to the insurance market, etc.)
Ensure that major risks associated with the projects are controlled, oversee the steering of internal control and preside over project reviews.
Responsible for the negotiation of the PPA, Implementation Agreement and any other similar agreements, negotiation and contracting of the major service contracts required to support the development phase (site investigations, engineering contracts etc.) and development of the contracting strategy for the execution phase and driving bid and initial negotiations, taking into account lender and shareholder expectations.
Involvement/lead in any aspects of procurement procedures in relation to the projects, industrial plan, package allocation and layout of the project, preparedness of project control organisation, processes and tools for the execution phase, project estimates including uncertainties and risk contingency and more widely for the business plan of the project.
Supervision of the construction phase of the projects, its risks and opportunities and manages the risk contingency and implementation of the operation & maintenance strategy, and associated opex budget.
Ensures the PPA, Implementation Agreement or any other agreements are complied with and participates to the review and decision-making regarding changes to the projects.
Responsible for the negotiation and contracting of the major contracts, managing the contractual commitments (contracts administration, claims & variations management), and corresponding relationship with the lenders and shareholders, maintaining end of project forecasts (cost and schedule) and updating the overall business plan.
Expectations:
20+ years of experience on building and delivering Hydropower and/or Pumped hydro projects, thermal generation projects, or large energy infrastructures projects with proven track records at various stages of project development (design, construction, financing, operation, maintenance).
Capacity to coordinate experts across various fields (technical, legal and financial).
Technical and/or procurement knowledge of all or part of the main technical areas of the Hydropower: Civil Works, Electro-mechanical package, Transmission.
Deep knowledge of the Indian energy market, including capacity and ancillary services.
Experience in Solar/Wind integration with Pumped Hydro storage is a strong asset.
Fluency in English is a must.
