3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Mission Director, The Program Manager- Local Entrepreneurship (PM-LE) will play a vital role in coordinating and managing programs, ensuring effective stakeholder management, providing support to the Mission Director in facilitating mobilization and marketing support to partners, and ensuring adherence to partner budgets with strong liaison, coordination and communication. The role requires skills in project management, larger scale program management, and expertise in areas such as MIS, documentation, communication and liaison with private sector as well as the government.
Key Job Responsibilities:
(1) Stakeholder Management: Build and maintain strong working relationships with various key stakeholders involved in program implementation, including partner organizations, government agencies, community representatives, and other relevant entities. Foster effective communication, collaboration, and coordination among stakeholders;
(2) Project Management: Utilize project management methodologies to plan, execute, and monitor alliance-driven projects. Develop project plans, track progress, identify risks and mitigation strategies, and ensure effective coordination and communication among stakeholders;
(3) MIS and Documentation: Develop and maintain a robust Management Information System (MIS) to collect, analyse, and report program-related data. Ensure accurate and timely documentation of program activities, progress, and outcomes. Generate reports, dashboards, and presentations to provide insights and support decision-making processes;
(4) Marketing & Go-Live Support to Partners: Provide guidance and support to partner organizations in implementing marketing strategies, and promoting program activities. Collaborate with partners to develop marketing collateral, conduct awareness campaigns and engage stakeholders effectively;
(5) Partnership Agreements: Draft and negotiate Memorandums of Understanding (MoUs) with partner organizations, outlining the terms and conditions of collaboration, mutual goals, responsibilities, and expected outcomes. Ensure all legal and compliance requirements are met in the MoU agreements;
(6) Impact Assessment: Conduct impact assessments to evaluate the effectiveness and outcomes of alliance initiatives. Collect and analyze data, measure progress against predefined metrics, and generate reports highlighting the social, economic, and environmental impact of partnerships;
(7) Organize Review Meetings: Plan and conduct regular review meetings with key stakeholders to evaluate the progress of entrepreneurship programs, identify challenges, and propose necessary actions for improvement. Present findings and recommendations to the State SEM team and other relevant authorities.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have Bachelor's degree in Engineering/ Economics field. A postgraduate degree or certification in project management, public administration, or a related field is desirable.
Experience:
(1) Minimum 10 years of professional experience, with at least 5 years of relevant experience in program management, entrepreneurship ecosystem development, or managing initiatives related to MSMEs;
(2) Experience in promoting entrepreneurship, working with MSMEs, microfinance, or facilitating credit access for underserved populations. Exposure to business banking, the non-banking financial sector, or entrepreneurship development programs will be an advantage;
(3) Demonstrated expertise in program coordination a management of a complex program involving multiple stakeholders, implementing projects, and monitoring their progress;
(4) Proven ability to build and maintain partnerships with diverse stakeholders such as government agencies, private sector entities, and community representatives and achieve desired results;
(5) Experience in digital and social media marketing, designing outreach strategies, and developing promotional campaigns. Hands-on expertise in marketing support to partner organizations is a plus.

(3) Project Management: Strong project management skills, with the ability to plan, organize, and oversee programs and initiatives effectively;
(4) Relationship Management: Excellent interpersonal and relationship-building skills to establish and maintain partnerships with diverse stakeholders;
(5) Communication: Strong communication and coordination skills, including the ability to effectively communicate with diverse stakeholders, prepare official correspondence. Strong coordination and documentation skills to ensure smooth implementation and compliance;
(6) Data Management: Proficiency in designing and managing Management Information Systems (MIS) to capture, analyze, and report program-related data accurately and efficiently;
(7) Documentation: Excellent documentation skills, with the ability to prepare comprehensive reports, program updates, and other written materials;
(8) Sectorial Acumen: Good understanding of MSME and entrepreneurship development sectors with knowledge of challenges and policies involved affecting the micro as well as small category enterprises;
(9) Willingness and ability to travel extensively.
6. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
