About the Project

PATH is supporting the Government of Andhra Pradesh as a technical assistance partner to advance Ayushman Bharat Digital Mission (ABDM)-enabled digital health adoption across the state. As part of this initiative, the Program Officer will be responsible for leading and managing the technical components of ABDM. This includes supporting the ABDM-enablement of digital health solutions, guiding healthcare facilities and technology partners through technical onboarding, ensuring compliance with data exchange standards, and troubleshooting technical issues. The Program Officer will work closely with the state health department, IT vendors, and other stakeholders to ensure smooth deployment and operationalization of key ABDM modules.

Responsibilities

Techno-Functional Implementation Support

  • Act as the bridge between the functional needs of healthcare facilities and the technical teams implementing ABDM-enabled digital health solutions.
  • Facilitate the onboarding of public and private healthcare facilities into ABDM ecosystem
  • Map existing healthcare workflows to ABDM-enabled digital workflows, ensuring minimum disruption and promoting adoption.
  • Collaborate with digital health solution providers to support integration efforts, ensuring compliance with ABDM standards and functional usability at the facility level.
  • Conduct process assessments to identify gaps in implementation, user interface, or data workflows, and coordinate with technical teams to resolve issues.

Stakeholder Coordination and Capacity Building

  • Engage with a range of stakeholders including facility administrators, medical officers, program managers, IT staff, and private partners to facilitate smooth implementation and end-user adoption.
  • Support the planning and delivery of training sessions, demos, and hands-on support for healthcare workers and staff using ABDM-enabled systems.
  • Gather feedback from end-users and convert it into actionable insights for both functional enhancements and technical improvements.
  • Provide day-to-day support to facilities during go-live and post-implementation phases to ensure optimal usage and issue resolution.

Program Monitoring and Reporting

  • Track the progress of ABDM implementation across facilities and generate regular reports on onboarding status, user adoption, technical performance, and feedback.
  • Maintain documentation including user guides, FAQs, SOPs, issue logs, and functional process flows.
  • Support data validation, error resolution, and system usability testing at various phases of the project.
  • Work with the State Lead to escalate issues, align on strategies, and ensure project milestones are met on time.

Quality Assurance and Compliance

  • Ensure that all functional workflows implemented at the facility level are aligned with ABDM standards, including patient consent, data privacy, and interoperability requirements.
  • Review and validate system features from an end-user perspective, ensuring the solutions are functionally fit for purpose in real-world healthcare settings.
  • Coordinate with vendors and facility IT teams to ensure timely resolution of technical and non-technical issues that impact usability or operational continuity.

Education Qualification and Experience

  • B.Tech/M.Tech-Computer Science/Master's degree in Health Informatics, Public Health, Information Technology, Business Administration with technology focus, or any other relevant degree from a reputable institution.

  • Minimum of 7-8 years of professional experience across techno functional roles in digital health, healthcare operations, business analytics etc.,

  • Additional certifications or experience in Digital Health, Project Management or ABDM-related programs will be considered an advantage.
  • Strong understanding of public health systems, health IT implementations in public sector settings is desirable.

Skills/ Abilities

  • Proven ability to bridge technical and functional requirements while collaborating effectively with State technical teams, end users and stakeholders at all levels.
  • Experience with system testing, user acceptance testing (UAT), and validating functional requirements in health IT projects.
  • Familiarity with project management tools.
  • Demonstrated ability to multitask across technical and functional domains while thriving in fast paced, dynamic implementation situations.
  • Excellent command over MS Office applications, process mapping tools, and business analysis software.
  • Extremely detail oriented with ability to communicate effectively across technical and non-technical audiences.
  • Strong interpersonal and organizational skills with cross functional team experience.
  • Fluency in English and Telugu (written and spoken) is essential.
  • Willingness to travel within Andhra Pradesh as required.
