Main purpose of job:

The Migration Delivery Officer will work in the Migration team at the British High Commission, New Delhi. The Migration Delivery Assistant will join a small team of Local Engaged (LE) staff headed by a UK based Head of Migration in order to carry out the UK’s migration objectives in India and Nepal. The primary focus of this activity will be on increasing the number of returns from the UK to India and Nepal, conducting field visits and developing and overseeing migration and returns projects. The role is to help faciliate cooperation and engagement on the return and reintegration of Indian nationals who were in the UK unlawfully. To build effective working relationships on migration and returns with internal and external stakeholders. To support the Head of Migration on the delivery of regional migration and returns objectives, including case work and administrative assistance. 

What we do:

We work as part of a multi-functional team tasked with delivering UK migration objectives in India and Nepal. This includes engaging with Indian and Nepali officials, providing policy and operational advice to the Home Office and Foreign and Commonwealth Office in London, delivering migration and returns projects; and casework on Indian and Nepal immigration offenders and Foreign National Offenders in the UK.

What we want from you

You should be proactive and organised, with minimum of 3 years’ work experience in the field of migration. You should be a strong communicator with excellent written and spoken English, Hindi and it would be desirable if you spoke Punjabi. You should be able to develop and maintain productive working relationships with a range of internal and external stakeholders. Most importantly, we want you to approach the role enthusiastically and be committed to the values of integrity, reliability and discretion.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Undertake case work and verification work to facilitate returns. You will work with state authorities in India as per Chapter 4 of the Migration and Mobility Partnership to help with the returns process. You will work closely with caseworkers in the UK, looking for ways to support the returns process.

Build and manage relationships with a range of internal and external stakeholders and facilitate engagement on migration and returns.

Project Management:

You will be required to develop and oversee migration and returns projects, in line with FCDO systems and processes. The job holder will lead on any required Due Diligence Assessments and will ensure that delivery partners are meeting expected standards on delivering Value for Money.

Administrative and logistics support

You will report to Head of Migration and Justice and Home Affairs on migration and returns developments within India and Nepal.

Other duties could include the following:

30% of your time will go into:

Maintain local Master data spreadsheet by putting information received from London stakeholders about the illegal Indian migrants in the UK. Record the status of each case including when it was received, it’s current status and keep track of the number of pending cases. Updating the spreadsheet accordingly to provide a clear overview of the workload. Log all the relevant information into master data spreadsheet to facilitate efficient monitoring and management of cases. Generate monthly statistics to track return progress, identifying areas for improvement and implementing strategies to enhance efficiency. Proactively communicate with caseworkers through regular email and follow-ups ensuring timely submission of essential document and expediting the return process Verify the information provided by London stakeholders regarding illegal Indian migrants in the UK. Utilise local database and Indian open sources to authenticate the validity of the provided information. Conduct thorough checks including online search of Indian addresses through platforms like Google and reaching out to postal authorities in various Indian state for address verification and provide comprehensive advice to the UK authorities. To promote legal pathways to the UK by participating in various projects aimed at reducing illegal migration from India and increasing legal migration to the UK. This may involve assisting in field work investigation and participating in different events such as YPS event across different regions of India Meeting personal productivity benchmarks and undertaking all tasks with a very high degree of accuracy to boost the number of returns from the UK to India.

20% of your time will go into:

Undertake case work and verification work to facilitate returns. You will work with state authorities in India as per Chapter 4 of the Migration and Mobility Partnership to help with the returns process. You will work closely with caseworkers in the UK, looking for ways to support the returns process. To address pending cases, travel to different states in India like Punjab, Haryana, Chandigarh and Tamil Nadu to gather feedback from external contacts and police authorities.  Perform telephone interviews with illegal Indians detained in the UK aiming to extract authentic information and verify addresses provided by them.

15% of your time will go into:

Effectively communicate to colleagues involved in the submission process and with State nodal officers. Contribute to team meetings by providing comprehensive updates on various projects ensuring all team members are informed and aligned. Communicating with Home Office colleagues via e-mail keeping them informed about progress and status of pending cases. Maintaining contacts with external stakeholders and police authority to follow up on pending cases actively pursuing resolution and providing updates to the team as necessary Communicate clearly and effectively with colleagues and team members. Handling of email enquiries. Writing effectively and assisting with correspondence, drafting and report writing; providing information clearly and concisely.

10% of your time will go into:

Collaborating with external contacts and police authorities across India (entails travelling to concerned parts of the country) to obtain updates on pending cases and expedite their processing. Coordinate with hotel representatives and travel agents to organise logistics for various profile high profile visits and conferences and events. Work closely with Home Office the colleagues and caseworkers in the London to enhance efficiency and increase returns. Working effectively and supportively with colleagues, both individually and in a team. Undertake pre- verification work when required. Treating everyone with consideration and respect, regardless of work pressure. Contributing to effective team working and morale when the opportunity arises. Demonstrate willingness to be flexible and support colleagues when they are under pressure.

5% of your time will go into:

Effectively managing and delivering projects, adhering to specific frameworks. Time management of self and support delivery for the team. Engage in ongoing professional development and training. Work Shadow with counterparts and peers across the country and also with international colleagues when opportunities arise as in attending conferences as and when.

Resources Managed (Staff & Expenditure):

No direct line management is foreseen. The jobholder will be responsible for recording and reporting on project expenditure

Language requirements:

Language: Fluency in English and Hindi written and spoken required

The ability to speak in Punjabi or Tamil is desirable.

Learning and development opportunities (and any specific training courses to be completed):

As a member of FCDO staff the jobholder will have excellent opportunities to develop through exposure to on the job training and experience.

Working patterns:

Working hours are 09.00-17.00 including a one hour lunch break, this role will require regular travel to the Punjab or Tamil Nadu region and will therefore require flexibility.

Essential qualifications, skills and experience

Essential on arrival: 

Minimum 3 years experience in Migration work or International work experience (gained working in diplomatic missions or other international organisations

For other than BHC Candidates, salary will be all-inclusive of INR 53,642 month plus 12% Provident Fund and 6% Superannuation.

Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family which includes self, spouse/partner and children up to an age of 23 years and irrespective of age, only if with, physical or mental disability.

Please note - Provident Fund Transfer in and out from EPFO is not possible as BHC PF is managed by a private PF trust governed by Indian Income Tax Act, 1961. The staff still has the option to transfer out and in from a privately held PF trust which are not governed by EPFO.

No relocation or any other related costs or assistance will be provided.

Please note  - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, e.g., some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
