This ProposalOpportunity:

The HealthSystems Strengthening and Building Resilience to Future Pandemics and ClimateChange Activity in India is a proposed 5-year project, funded by USAID that will aim to enhance India’shealthcare system by strengthening its ability to handle challenges. Thesechallenges may likely include climate change, emerging diseases, and changes indisease patterns. The strategy will likely involve implementing an integratedprimary healthcare approach, improving care coordination across levels of thehealth system, expanding disease surveillance efforts, effectively allocatingpublic health resources, and encouraging private sector involvement to improveoverall health outcomes.

The Monitoring,Evaluation and Learning (MEL) Director provides strategic guidance, vision, andmanagement for successful monitoring and evaluation of the program as well asfor generating and translating evidence to inform programmatic adaptation. The positionwill design and oversee the project’s MEL system that integrates known standardbest practices with innovative methods; and is responsible for ensuring thestrategic and functional integration of all MEL activities.

TheMonitoring, Evaluation, and Learning (MEL) Director is a full-time position andwill be responsible for leading the design and implementation of the programmonitoring and evaluation framework and information system to track deliveryagainst targets/projections, indicators, outcomes, and impact. They will beresponsible for ensuring valid and verifiable data collection, reporting, andanalysis, and communicating program results to USAID and external stakeholders.They will link M&E data to a process of learning and iterative adaptation.

This is a proposalposition and is contingent upon award from USAID.

Primary Duties and Responsibilities:

Lead the development and monitoring of MEL workplans, and review and update the project’s MEL plan on an on-going basis.
Develop and implement a framework for project results measurement, accountability, learning and development effectiveness to measure and report project success, including articulation of Theories of Change (ToC).
Support data analysis and routinely share data with project management and technical leads to promote evidence-based programming, providing timely feedback in relation to project targets, work plan activities and objectives, and gaps in programming.
Work closely with the technical leads of project components to ensure compatibility and coordination within the M&E framework and ensure that the MEL system adheres to USAID guidelines and meets the needs of the program for learning, analysis, and reporting.
Focus on strengthening the M&E system, building capacity of partners and staff in producing valid and reliable data that meets donor requirements, and improving alignment and support to host-country M&E systems.
Develop and design M&E and project systems to track program progress against indicators, collecting and verifying data and maintaining performance monitoring plans.
Provide high quality and timely contributions to and submission of all required project reports, including documentation of success stories, summary of learning agenda findings, annual workplans, and quarterly and annual donor reporting.
Using the Collaborating, Learning and Adapting (CLA) approach, develop and lead the implementation of a robust learning agenda for continuous learning, collaboration, and adaptation.

Key Competencies Required:

Advanced degree in higher in public health, international development, or related field.
Minimum 5-7 years of experience in developing and implementing MEL and CLA workplans, preferably on projects focused on health systems strengthening.
Demonstrated experience in establishing and managing MEL systems that track project performance and results.
Proficiency in data analysis software and demonstrated experience in monitoring tools related to health programs.
Experience managing and executing M&E activities for complex donor-funded projects in India, including experience leading M&E teams in large international development programs and prior experience conducting quantitative and qualitative research in field-based positions.
Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators.
Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector.
Strong interpersonal, writing, and oral presentation skills in English.
Demonstrated ability to create and maintain effective working relations and build consensus with host country government personnel stakeholders, NGO partners, and international donor agencies.
Ability to multi-task and keep track of concurrent activities and deadlines while maintaining attention to detail.
Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.

Professional Expertise/Competencies Preferred (Optional) :

Demonstrated understanding of CLA and USAID evaluation policy and reporting guidelines.
Extensive knowledge and experience in reporting procedures, best practices, guidelines, and tools for monitoring, evaluation, and learning.
