Description :Essential Responsibilities: Scope: The project & program responsibilities are focused on the delivery of a product or computer-based system from design to release for customers. Develop and manage program plans, including timelines, milestones, deliverables, and procurement activities. Coordinate activities across multiple projects to ensure alignment with program objectives. Monitor program performance and implement corrective actions as needed. Communicate program status to stakeholders and executive leadership. Manage program budgets and financials. Facilitate cross-functional collaboration and resolve conflicts. Additional Responsibilities & Preferred Qualifications: About the Role PayPal is executing a multi-year Marketing Transformation initiative to consolidate a fragmented marketing technology stack to an integrated Platform that drive consistent digital experiences across PayPal Brands. We're seeking a Staff Technical Program Manager to lead the Marketing Data Readiness workstream, a critical foundation enabling our transition to an integrated CDP-based Marketing Automation Platform. Your work will directly contribute to PayPal's overarching mission of revolutionizing customer engagement globally. By building, enhancing, and scaling the marketing technology platforms that underpin our customer experiences, you will be a key player in enabling seamless and innovative ways of engagement with our customers worldwide. Your efforts in developing high-quality, scalable, and performant data solutions will improve user experiences but also drive inclusion and flexibility that is critical in today's digital economy. Your role goes beyond program management; it's about making a tangible impact on the platform that serves PayPal customers across the globe. Key Responsibilities Program Leadership & Delivery Lead end-to-end program management for Marketing Data Readiness workstream, understanding the domain in depth and delivering features that are scalable, reliable, and fault-tolerant Drive SDLC processes across engineering, product, and marketing teams, ensuring alignment on technical requirements, sprint planning, and release management for data integration initiatives Manage the team's project deliverables, timelines, and priorities effectively across the engineering team to meet project deadlines and performance targets Establish and maintain program governance including status reporting, risk management, dependency tracking, and stakeholder communication Own prioritization and scoping for data readiness initiatives, balancing business value, technical complexity, and resource constraints across multiple concurrent workstreams Partner with product, technology, marketing business, operations, and analytics stakeholders to balance aggressive roadmap against engineering principles Tracking business impact of features on a regular basis, and rely on performance data to make informed decisions about possible changes or improvements Cross-Functional Collaboration & Leadership Serve as primary liaison between Marketing, Product, Engineering, and Data teams to align on data readiness requirements and delivery timelines Collaborate with capability area leads across Core Data Services, Paid Media, Owned Channel, and Demand Management to ensure cohesive data architecture Facilitate technical discussions and decision-making across distributed teams including offshore and vendor resources Deep collaboration with cross functional engineering and product teams to evolve the reporting platform Excellent written and verbal communication skills with ability to translate technical concepts for non-technical audiences Experience creating compelling visual presentations and executive summaries Strong facilitation skills for technical design sessions, sprint ceremonies, and cross-functional working sessions Execution Excellence Drive Agile processes including sprint planning, backlog refinement, retrospectives, and continuous improvement across engineering teams Develop detailed project plans with accurate effort estimations, resource allocation, and timeline projections for complex data integration initiatives Identify and resolve blockers, manage technical dependencies, and escalate critical issues to leadership with proposed solutions Program Management Skills Expert-level proficiency in program scoping, prioritization, estimation, and resource planning for technical initiatives Exceptional ability to manage complex dependencies, identify risks, and drive mitigation strategies across distributed teams Strong stakeholder management skills with experience presenting to executive leadership and influencing without authority Proven capability to manage ambiguity, drive clarity, and maintain forward momentum in complex organizational environments Required Qualifications Experience & Background 12+ years of technical program management experience leading complex, enterprise-scale initiatives Deep expertise in SDLC methodologies, Agile/Scrum practices, and program management frameworks in fast-paced technology environments Experience managing programs spanning multiple engineering teams, vendors, and cross-functional stakeholders What Success Looks Like Successful delivery of data readiness milestones enabling MarTech Platform adoption across PayPal brands Clear program visibility and predictable delivery cadence Streamlined project execution with predictable on-time delivery Strong stakeholder satisfaction and cross-functional alignment on data strategy Subsidiary: PayPalTravel Percent: 0PayPal does not charge candidates any fees for courses, applications, resume reviews, interviews, background checks, or onboarding.
