As Global Delivery Manager, you will ensure successful delivery of services to clients by VCLS cross functional teams. You will work with consultants and experts in health tech products development and professionals in Human Capital, Finance, Digital, Marketing, Sales and Quality Assurance, based over the world to ensure that the project is completed on time, within budget, and to the required quality standards. You will use agile methodologies to monitor and control projects' delivery and prioritize client satisfaction and team added value. You will manage internal and external resources according to VCLS's strategy to meet objectives and deadlines. The role requires strategic leadership, business and client orientation and operational excellence with a strong focus on compliance quality.
RESOURCE MANAGEMENT
·       Ensure most effective allocation of VCLS resources across programs (to secure and improve gross margin)
·       Monitor orchestration of project, ensuring each team member knows their role, standards are maintained, and deadlines are met
·       Manage Biographies (Bios) of all resources, ensure the database of Biographies is maintained up to date
·       Stakeholder Relations: Establish and maintain strong relationships with internal and external stakeholders.
External resource management
-          Assess and define needs for external resource with Project managers and Heads of Operations
-          Identify partners across the globe and maintain a up to date database
-          Prepare, share and archive CDA and Supplier evaluation form
-          Initiate collaboration with identified partners: share scope of work and get a quotation in a timely manner.
-          Evaluate and verify external partners' CVs, experience and update VCLS database and Bios
-          Negotiate terms and prepare Contracts, organize review workflow involving the right stakeholders, finalize and archive signed contracts
-          Follow-up invoices process, reconciliation of time coded and invoices, address any question about invoice in collaboration with concerned Project Manager and negotiate with partners if there are issues
-          Monitor collaboration with partners : evaluate on a regular basis, maintain contracts up to date.
Internal resource management
-          Ensure that the right resources are assigned to each program, project and task
-          Manage workload and billability of project team members
-          Liaise between various teams to ensure synergy and flow of information, reducing misunderstandings and maximizing productivity.
PROJECT MANAGEMENT ANIMATION AND CONTROL
Project portfolio management:
Cross functional Projects Oversight:
-          Monitor project progress, tackle potential issues, Identify risks to a project's deadline or quality, institute mitigation measures and avert issues
-          Ensure that all programs are staffed with PM who has appropriate capabilities and availability.
-          Continually optimize resources within projects for better efficiency and to ensure project success.
Strategic Planning:
-          Conduct project reviews, track and Control KPIs and report status of all active clients /programs, provide insights, and make recommendations to enhance outcomes,
-          Meeting Facilitation: Organize meetings with management ensuring clear decisions and action items.
Project managers animation:
-          Ensure PM onboarding and continuous training, including use of ERP
-          Animate cross functional PM group, share good practices and case studies
-          Develop and improve continuously methods and tools to manage Projects
-          Develop strategies and plans for effective change adoption and delivery (Change management).

Requirements
Skills
. Strategic planning (capable of developing effective and efficient plans for resource allocation, task assignments and project execution)
. Communication (ability to clearly convey information and expectations, listen actively to others and facilitate open dialogue)
. Leadership (perspective and empathy)
. Problem solving (identify potential risks, create contingency plans and implement solutions)
. Negotiation skills (managing client expectations, getting departments to collaborate, or team members to reach a consensus). Good negotiation skills can help ensure that projects are completed on time and to the highest standards while maintaining good relationships within the team and with clients.
Experience
. Knowledge of the Pharmaceutical /Health Tech environment
Proven experience in regulatory sciences in life sciences industry is definitely a plus (Operations management, Quality assurance, stakeholders management)
. > 8 years of practical experience as Resource manager and /or Services & Delivery Manager in a consulting company or a CRO
. Experience with digital technologies, use of ERP system
. Prior experience in project coordination, team leadership, or a similar role :
·  Demonstrated ability to lead cross-functional teams and foster collaboration.
·  Excellent communication and interpersonal abilities.
