Maharashtra Resilience Development Program (MRDP) – funded by the World Bank and DM R&R

Project Overview:

Palladium has been selected for providing technical assistance to the DR R&R in the implementation of the Maharashtra Resilience Development Program (MRDP) in the state of Maharashtra. The program is being implemented in the state for Landslide Risk Mitigation, updating district emergency management capacities and conduct climate inclusive multi risk hazard vulnerability assessment for Maharashtra using analytics and data. We will contribute towards improvement in the ability to understand and map disaster risk, strengthen relationships between departments, CSOs, NGOs, and other ecosystem partners through targeted mainstreaming and convergence, aligning appropriate physical, financial and human resources to support on-ground activities, and support resilience at the community and state level through innovations and best practices from across the globe.

Background:

Maharashtra has witnessed several devastating disasters and is one of the worst affected states in the COVID19 pandemic. The State Disaster Management Plan was prepared in 2016 for effective pre disaster and post disaster management. The Sendai Framework for Disaster Risk Reduction 2015-2030 recognizes that the State has the primary role to reduce disaster. On the lines of the Sendai Framework and the guidelines of the SDMP, the department plans to undertake a coordinated and integrated approach to Disaster Management and Resilience for Maharashtra which will focus on strengthening the states capabilities in disaster preparedness, mitigation, and response. Disaster Management is a coordinated responsibility of all the line departments and Palladium is supporting the Govt. of Maharashtra as a multidisciplinary and comprehensive Technical Support Agency to assist the state government in end-to-end Disaster Preparedness, Mitigation and Response for all the notified disasters.

Qualifications:

  • Master's degree or equivalent
  • Any course in procurement will be preferred

Experience and Expertise:

  • Minimum 7 years of experience in procurement and contract management entailing developing periodic procurement plan, preparation of Bid documents /evaluations of bids / contract award and post award contract management etc.
  • Experience of working on at least 2 projects funded by multilateral funding agency
  • Experience in infrastructure project preferred

Responsibilities:

  • Supporting PMTC in planning and management of all procurement and contract activities for the MRDP.
  • Providing technical expertise and guidance to PIU on procurement strategies, processes, and contract management as per WB procurement guidelines.
  • Collaborating with the project team for developing and implementing procurement plans and strategies for the project in coordination with the World Bank.
  • Preparing Bid documents for procurement of goods, services and works for the PIU.
  • Responsible for updating bidding documents incorporating WB comments, finalization of bidding documents for procurement packages
  • Supporting the PIU in the procurement process including finalizing bidding documents, floating of tenders (invitation for bids), conducting pre bid meetings, preparation of pre-bid meeting minutes and necessary addendums if any, evaluation of bids, submission of bid evaluation to committees for approval, submission of bid evaluation reports to WB, selection of bidders, etc.
  • Organizing and managing competitive bidding processes, ensuring transparency and fairness in contractor selection.
  • Supporting the PIU in contract management including, drafting, negotiating, and award of contracts. Also reviewing the contracts during executions and assisting in contract variation, extension, closure, defect liability if any, contract closure and certification, etc.
  • Managing record keeping for all contract-related correspondence and documentation for audit/ review by the World Bank as well as CAG.
  • Monitoring and evaluating procurement and contracts activities.
  • Providing training and technical assistance to project staff and stakeholders on procurement and contract management as per WB guidelines.
  • Preparing procurement and contract reports and documentation.
  • Resolving procurement and contract issues and disputes.
