Job PurposeThe Head MEL is responsible for designing and implementing systems to monitor, evaluate, and learn from an organisation's projects, ensuring data-driven decision-making. This role involves developing MEL frameworks, managing data collection and analysis, and fostering organisational learning and adaptation. Additionally, the Head of MEL engages with various stakeholders to align MEL activities with organisational goals, ensures compliance with standards, contributes to strategic planning, and effectively communicates findings. Emphasizing innovation in MEL practices, capacity building, and budget management, is crucial for enhancing programme effectiveness and achieving the organisation's mission.

Key Responsibilities1. Reimagine and develop technology-driven organisation-wide MEL Systems for Transform Schoolsa.

Develop an approach leading to a cogent organisational dashboard, MEL

framework and KPIs for each key vertical to track progress and performanceb.

Development of use cases based on key processes and KPIs that include the HRMIS, Programme Management, Finance and Ops MIS, Tech integration and Development and Communication MIS and Quality Assurancec.

Manage with vendors and consultants to develop SOPs and wireframes based on the performance framework and KPIs

2. Develop learning systems in close collaboration with the OD and HR teams, orient all teams on projects with the guidance of functional headsa.

Organise regular training sessions for the team on MEL activities and usage of digital MIS and Monitoring systemsb.

Engender process for ongoing knowledge generation from data and insights using technology and create a collaborative platform to share these with stakeholders for informed decision makingc.

Produce collaterals and orientation videos to orient and use quality assurance processes and tools.d.

Manage key relationships internal and external as may be required for the success of the project.

3. Create the organisational capacities and tools to integrate datasets into a centralised data system and create comprehensive organisational dashboard comprising all verticalsa.

Collaborate with technology partners to design models and algorithms of machine learning, analyse and check the suitability of models to produce predictions for digital programmesb.

Generate dynamic dashboards to support data-driven decisions and actions using open-source visualisation toolsc.

Review and analyse programme monitoring data and produce high-quality progress reports to inform corrective actions

4. Support measurement of quality and impact – organisation-widea.

Lead the design and implementation of assessment, monitoring and evaluation framework to robustly assess the impact of different programmes.b.

Conduct continuous monitoring of activities using dashboards to track progress against set goals and indicatorsc.

Conduct periodic meetings with Unit and State teams to share their performance using toolsd.

Collaborate with external evaluators, to conduct qualitative and quantitative research and disseminate learnings to inform programme design

5. Facilitate Reporting and Feedback Loopsa.

Conduct regular learning reviews to reflect on experiences and share lessons learnedb.

Incorporate insights into the development and review of processes, strategies, and actions for continuous improvement.

Essential RequirementsBelief in the power of quality education to impact social and economic outcomes for children.Educational Qualification: Master’s Degree in Statistics, Economics or Computer ScienceExperience: Minimum five years of experience in private or public sector organisations in developing and managing the monitoring and evaluation (M&E) framework and/or seven years of experience in M&E frameworks and designing and developing machine learning and deep learning systems.Good knowledge of various Programming Languages and data visualisation tools such as C++, Python, R, Java, JavaScript, Julia, TypeScript, Tableau, Hadoop.Excellent knowledge of programme monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools, training materials, reports and summary forms.Excellent written and verbal communication skills combined with strong presentation and public speaking skillsSkilled at working effectively with cross-functional teams in a matrix organisation.Be the recognised expert in the business on the product, the market, relevant technology and the competition.Data-oriented and process-driven.Ability to be persuasive and market Transform’s work to an external audience.Strong attention to detail and excellent research and documentation skills.Demonstrated ability to communicate, negotiate, present, and influence credibly and effectively at all organisation levels.Excellent collaboration, management, problem-solving skills, ability to prioritise a diverse and demanding workload, and meet deadlines consistently.Excellent organisational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently.
