Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. This position will be based in Dahej, Gujarat.

Job Summary:

In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

Major Responsibilities:

Subcontract Management:

• Independently handles subcontracts of growing complexity and value. 
• Collects and compiles data to support subcontract documentation and management. 
• Assists senior professionals in executing subcontract-related tasks. 
• Prepares materials for meetings and presentations; generates periodic status reports. 

Contract Administrator:

• Executes contract management tasks and standard procedures post-award. 
• Monitors contractor compliance with contractual and statutory obligations. 
• Leads or attends contractor meetings (kick-off, coordination, progress reviews). 
• Reviews contractor progress; escalates delays or non-performance. 
• Ensures alignment with contracting strategy; flags deviations. 
• Continuously assesses contracts and informs management of risks. 
• Resolves issues through stakeholder coordination and escalation mechanisms. 
• Coordinates operational activities affecting contract performance and obligations. 
• Manages contract changes, negotiations, and settlements. 
• Participates in contractual discussions and reviews contractor submittals. 
• Verifies milestone deliverables for invoice certification. 
• Communicates contract terms to project teams for clarity. 
• Prepares status reports for PMC management. 
• Uses standard tools and templates; adapts them for project-specific needs. 
• Identifies process inefficiencies for continuous improvement.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.

Required Knowledge and Skills:

• Basic knowledge of contracting rules, policies and practices.
• Specialized courses or experience in pricing, contract law, negotiations and accounting.
• Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
• Demonstrated oral and written communication skills.
• Experience in developing and recommending potential solutions to contractual problems to management.
