This position is responsible for overseeing the entire gamut of the Human Resource and Administration activities at the plants in Daman & Mota Pondha. The position will be responsible for implementation of HR Policies and processes and all HR initiatives at the plant in line with the guidance from Corporate HR, providing regular feedback on employee morale and issues to the Plant head and CHRO and managing the employee relations in the Plant. The position will also be responsible for ensuring all statutory compliances relating to HR in the plant.KEY PERFORMANCE AREAS:Consistent implementation of company’s HR Policies and Processes at the plantEmployee engagement and morale % Retention and Attrition at management cadre and Critical talent at plantAvailability of skilled manpower so as to not affect production processAbsenteeism and attrition rateAdministration cost and Employee cost including overtimeCompliance of all HR related statutory requirementsEmployee grievance redressal (Timely and Accuracy)KEY ACTIVITIES & RESPONSIBILITIES:Strategic HR and Planning / BudgetingPrepare the HR Plan and Budget based on the annual forecast for the plant, in consultation with the Plant Head and CHROWork with departmental heads at the plant to finalize the annual manpower plan and budget for the plant and provide the same to Corporate teamProvide strategic decision support to the Plant Head to enable achievement of the annual targets for the plant and for successful implementation of various initiatives plannedAs part of the management team for the plant, actively contribute to business discussions and keep the plant & corporate management team aware of HR issues in the plantManpower Planning and RecruitmentEngage with the plant management team to understand manpower requirements Oversee the recruitment of manpower at the plant for management cadre, below Managerial cadreEnsure adherence to defined policy and process and approved manpower budgetParticipate in the selection process for management staff and ensure adherence to company policies and guidelinesEnsure that worker level recruitments are conducted as per companies hiring policies and proceduresTo conduct Recruitment & Selection process including identification of sources, screening of profiles, interview coordination, salary negotiations (Below Manager Cadre)To be part of selection process and drive hiring for positions higher that are Manager level or above, in consultation with the corporate TA teamEnsure timely completion and dispatching of offer letters and appointment process for the Plant staff, with support from the central operations teamEnsure a percentage of the workforce consists of trainees from National Employment Services, Labour Exchanges, local institutions etc.Monitor the performance of the trainees inducted and offer permanent employment to high potential traineesHR OperationsTo oversee the implementation of HR policies and other HR Systems such as Performance Appraisals, Training and Development in line with the guidelines provided by Corporate HR DepartmentTo oversee routine HR activities such as attendance and streamlining of the processes with a focus on controlling absenteeismTo constantly monitor data on absenteeism, chronic absentees, safety statistics, leave tracking etc. and take corrective action where requiredTo facilitate any external and internal audits (social and business) and support by providing relevant information and documentationTo ensure attendance records from Contract Register, Attendance Register, Salary Register manually and digitally are updatedPayroll ManagementTo monitor the systems in place at the sites to ensure timely disbursal of wages and salary for non-management cadre (Worker and Contract)To corroborate attendance records to weed out any discrepancies and provide the attendance inputs to the Head Office for payment of wages to on-roll staff (management employees)To oversee the completion of all the required exit formalities and ensure timely remittance of Full and Final settlements to employees leaving the organizationPerformance ManagementEnsure that the goal setting process is conducted as per set timelinesRegularly coordinate and work with the Corporate HR Dept. department to ensure timely execution of Performance AppraisalsConduct the Performance Review process at the Plant, as per scheduleTo effectively complete and ensure timely closure of Performance Management CycleTraining & DevelopmentPlan training programs and activities in line with Corporate HR guidelines and based on inputs received from L&D functional teamCoordinate with the Corporate HR Dept. Dept. for training programs and prepare a monthly training calendar for the locationAppoint certified trainers for the training sessions to be held, in consultation with the Corp L&D ManagerEnsure all resources required for the training programs are availableKeep track and ensure employees undergo the training programs planned for them on timeMonitor the conducting of post-training evaluation and assess the impact of the trainingWork with the Technical training manager to prepare a schedule for technical training programs at the plantsWork with Plant Heads and L&D to develop and implement training for workmen and create a skill development matrix for workmenAdministrationWork with the Corporate Admin Head to ensure that all admin related practices are in line with the corporate admin policy frameworkWork with the Plant Admin manager to ensure that the Admin services and facilities are managed in line with the budgetsOversee smooth functioning of all administration related tasks viz. Security, time office, canteen facilities, housekeeping and overall cleanliness and maintenance of the PlantOversee and review the service terms and conditions with contractors and vendors for provision of cost effective administrative facilitiesInstitutionalize a system to regularly seek employee feedback on quality of administration services and work with the Plant Head and Plant HR Team towards improving the same based on feedback receivedPeriodically review the documentation of all contracts, warranties, bills, service conditions with respect to administration services to ensure the same is kept up to dateReview and monitor administration costs, and work towards reducing the same in consultation with the Plant Admin Manager and Corporate Admin HeadIndustrial RelationsTo work closely with the Management, Corporate HR / IR head in implementing the plan at the siteTo guarantee the adherence to statutory compliances for the staff on contract and address grievances appropriatelyLiaise with unions to ensure adequate communication and discussion on expectations, queries and problems to maintain good relations and a harmonious working environmentPromptly address any labour issues in the Plant and take the support the Plant Head and Head HR if requiredTo attend to employees’ grievances in a timely mannerTo adhere to disciplinary standards at site as set by the Corporate HR Dept.To conduct regular meetings with Corporate HR Dept. to address Plant issues, if anyTo keep the Corporate HR Dept. updated on all-disciplinary proceedings, conciliation meetings and court cases (if any)Statutory ComplianceLiaise with Government Authorities like Labour Commissioner Office, Police authorities, Municipal Corporation to resolve queries & avoid complaints/noticesTo manage statutory compliances relating to site administration including PF, Gratuity, ESIC, Contract Labour Act etc. and confirm the Labour Contractors also actively comply with the necessary statutory compliances regarding the sameTo facilitate and attend to inspections by statutory bodies and resolving queries thereofTo supervise the maintenance of all statutory registers and records under the different labour laws and make them available for inspection as and when requiredEnsure timely License Renewals – Factory License, Labour LicenseVerify all relevant data for Workmen Compensation Policy and submit to Head OfficeEmployee Welfare / EngagementWork closely with employees and the management team to improve work relationships, build morale through engagement initiatives. Proactively assess employee morale across the Plant and identify concern areas if any, on a regular basisDevelop and implement strategies and actions to address concern areas in discussion with Plant head and corporate HRWork with the corporate L&D and engagement manager in executing employee engagement activities to enhance the level of employee involvement and engagementTo implement welfare measures such as critical emergency room, first aid facilities and basic grievance handling In line with corporate HR policies, conduct exit interviews for mid- senior level exits at the plant, and to highlight concern areas to the Head HR Head and the Plant headReview the exit analysis reports, and suggest corrective actions on any concerns that are highlightedMIS and DocumentationEnsure up to date and accurate MIS and HR reports are prepared and submitted in a timely manner covering recruitments and exits at the plant, HR initiatives undertaken, employee issues, etc. Ensure proper maintenance of all personnel records at the plant
