of movement of money from one level of government to the final expenditure entity can be a lengthy process.The process results in significant delays in funds reaching the last mile; uncertainty for intended recipients; the administrative burden for front-line managers; poor quality of audit and large amounts of unutilised funds.By one estimate, at any given time there is an unspent balance of approximately Rs.1 lakh crore parked in various bank accounts across the administrative system.Over the last two decades, the PFM domain has witnessed remarkable transformation brought about by government agencies adopting technology to perform their duties.These digital platforms have successfully harnessed vertical efficiency gains within government departments, leading to benefits in cash management, accounting, streamlining revenue, expenditure, and payments, and improved fiscal accountability.As these systems become pervasive across the government a new aspiration for governance emerges: information exchange between government agencies across levels.The next wave of digital transformation hinges on the seamless exchange of data between different departments and government agencies, enabled by horizontal interoperability.The exchange of data between different government agencies holds immense potential with several key benefits such as enhanced state capacity: by unlocking revenue generation efficiencies, and improving the quality of government expenditure.The Public Finance Management (PFM) Mission at eGov aims to improve the capacity of Governments, adapt to dynamic and evolving governance needs, and ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy.This is being done through the creation of the iFIX platform, underpinned by a set of open source specifications that allow seamless exchange of standardised fiscal and service information, to augment governance outcomes.About the Role:- Manager/ Senior Manager PFM will lead the end-to-end management of large-scale digital transformation programs in public finance across state and central governments.- This role is pivotal in driving the adoption and implementation of eGovs Digital Public Goods (DPGs), especially the DIGIT and iFIX platforms, to strengthen public financial management systems.- The incumbent will serve as the primary interface between eGov, government departments, and implementation partners, ensuring seamless execution, stakeholder alignment, and measurable impact.Key Responsibilities:- The PFM Program Manager will lead the end-to-end delivery of large-scale digital transformation programs in public finance, serving as the central orchestrator across teams, government partners, and implementation ecosystems.- This role ensures that eGovs PFM initiatives are delivered on time, at scale, and with measurable impact.Program Leadership & Delivery:- Manage the delivery of all workstreams across Product, Engineering, Policy, Partnerships, Implementation, and Solutions, to ensure seamless, comprehensive program execution and outcomes.- Develop and implement a program management framework, including structure, processes, tools, templates, and reporting dashboards.- Define program-specific success metrics, KPIs, and tracking mechanisms to monitor progress and demonstrate value.- Work with the PMO to keep a close track of key deliverables, anticipate risks and dependencies, and drive mitigation and resolution in a timely manner.- Build and manage a robust issue and escalation framework to ensure corrective actions are taken and programs stay on track.- Prepare compelling presentations, progress reports, and other artifacts to communicate program status and impact to leadership and stakeholders.Government & Stakeholder Partnership:- Serve as the primary point of contact for government stakeholders, multilateral agencies, and partner organisations, ensuring effective governance and decision-making.- Establish and sustain strong relationships with senior government officials and key ecosystem actors, maintaining a regular cadence of engagement.- Act as a key liaison between government teams (PMUs, technical units) and eGovs internal teams, ensuring alignment and smooth operations.- Drive adoption of digital PFM solutions by resolving bottlenecks, and evangelising the value proposition to government partners.- Represent eGov at Key Steering Committees, working groups, and policy forums at the state, central, and sector levels.- Collate and amplify stories of change from the ground, evangelising success across partners, media, and policy circles.Solutioning & Ecosystem Growth:- Guide partner-led engagements in developing tailored solutions for their unique contexts, ensuring alignment with eGovs platform approach.- Collaborate with the Partnerships team to identify new engagement opportunities, contribute to proposals, and scale the iFIX platform.Qualifications & Skills:- Bachelors or Masters degree in Engineering, Management, Public Policy, or a related field.- 8- 12 years of experience in program/project management, preferably in e-governance, public sector consulting, or technology-driven development projects.- Proven experience in managing large-scale, multi-stakeholder programs with government engagement.- Strong understanding of public financial systems, digital transformation, and the use of technology in governance is a plus.- Exceptional communication, presentation, and navigation skills.- Ability to lead without authority, manage ambiguity, and operate in complex bureaucratic environments.- Prior experience with government projects, PFM systems (e., PFMS, IFMIS), or digital public infrastructure is highly desirable.You are an Ideal Candidate if:- You are
