Qualifications: -

• MSc in Environmental / MTech in Environmental Engineering
• Experience in Solid Waste Management (SWM) and Environmental Management
• Project Management skills, including contract management and third-party coordination
• Excellent verbal and written communication skills (English, Hindi)
• Analytical and problem-solving skills
• Experience with regulatory compliance and permitting processes
• Ability to work in a team and collaborate with stakeholders

Key Responsibilities:-

1. The Consultant will provide expert guidance on Waste Management Planning and Policy Development:

a)        Develop and update waste management plans and policies aligned with the objectives of the Swachh Bharat Mission 2.0.

b)        Conduct comprehensive waste assessments to identify waste generation patterns, composition, and disposal practices.

c)        Provide recommendations for waste reduction, segregation, recycling, and safe disposal strategies.

2.        Infrastructure Development and Improvement:

d)        Assess existing waste management infrastructure and identify gaps and areas for improvement.

e)        Develop plans & guide for the establishment and upgrading of waste treatment facilities, landfill sites, recycling units, and waste-to-energy projects.

f)         Ensure compliance with environmental and health regulations in the design and construction of waste management infrastructure.

3.        Stakeholder Engagement and Capacity Building:

g)        Engage with relevant stakeholders, including local government bodies, community organizations, waste collectors, and recyclers.

h)        Prepare and shares plan to conduct capacity building programs and training sessions to enhance the knowledge and skills of stakeholders in waste management practices.

i)         Recommend foster partnerships and collaboration among stakeholders for effective waste management implementation.

4.        Waste Segregation and Collection Systems:

j)         Consult on Design and implement waste segregation systems at source, including residential, commercial, and institutional areas.

k)        Share expert advice to develop efficient waste collection systems, including routes, schedules, and appropriate collection methods.

l)         Provide guidance on the use of advanced technologies, such as smart bins and GPS tracking, for improved waste collection and monitoring.

5.        Recycling and Resource Recovery:

m)       Guidance on facilitating the establishment of recycling facilities and processes for different types of waste materials.

n)        Identify opportunities for resource recovery, such as organic waste composting and waste-to-energy projects.

o)        Develop guidelines and protocols for effective recycling and resource recovery practices.

6.        Monitoring, Evaluation, and Reporting:

p)        Establish monitoring and evaluation frameworks to assess the effectiveness and impact of waste management initiatives.

q)        Analysis of data on waste generation, collection rates, recycling rates, and landfill diversion.

r)         Prepare regular reports on the progress, achievements, challenges, and recommendations for waste management under the Swachh Bharat Mission.

7.        Awareness and Behavior Change:

s)        Plan awareness campaigns to promote waste segregation, recycling, and responsible waste management practices.

t)         Guiding to engage with the public through various communication channels to raise awareness and drive behavior change.

u)        Measure and evaluate the effectiveness of awareness campaigns in terms of knowledge gain and behavior change.

8.        Assessment and Planning:

•          Guide and plan for comprehensive assessments of liquid waste management challenges, including wastewater, sewage, and stormwater.

•          Consult in developing strategic plans and policies for effective liquid waste management aligned with the objectives of the Swachh Bharat Mission.

•          Identify opportunities for decentralized and sustainable liquid waste management systems.

9. Infrastructure Development and Improvement:

•          Consult on designing and implementing appropriate infrastructure for liquid waste management, including sewage treatment plants, decentralized wastewater treatment systems, and stormwater management structures.

•          Provide technical expertise in the planning, design, and construction of liquid waste treatment and disposal facilities.

•          Guide to ensure compliance with environmental and health regulations in the design and operation of liquid waste management infrastructure.

3.        Stakeholder Engagement and Capacity Building:

•          Consultancy on engaging with relevant stakeholders, including local government bodies, community organizations, and water and sanitation agencies.

•          Plan to conduct capacity building programs and training sessions to enhance the knowledge and skills of stakeholders in liquid waste management practices.

•          Foster partnerships and collaboration among stakeholders for effective implementation of liquid waste management initiatives.

10.      Wastewater Treatment and Reuse:

•          Develop strategies for efficient and sustainable wastewater treatment, including biological, chemical, and physical processes.

•          Promote the use of innovative technologies for wastewater treatment and reuse, such as membrane filtration, constructed wetlands, and greywater recycling.

•          Encourage the adoption of wastewater reuse practices for non-potable purposes, such as irrigation, industrial processes, and groundwater recharge.

11.       Stormwater Management:

•          Guide on implementing strategies for effective stormwater management, including drainage systems, rainwater harvesting, and flood mitigation measures.

•          Consulting on Promoting sustainable stormwater management practices to reduce runoff and improve water quality.

•          Guide on implementing community-based initiatives for stormwater harvesting and groundwater recharge.

12.      Monitoring, Evaluation, and Reporting:

•          Consult on establishing monitoring and evaluation frameworks to assess the effectiveness and impact of liquid waste management initiatives.

•          Guidance on collection of data on wastewater generation, treatment rates, water quality parameters, and stormwater management indicators.

•          Prepare regular reports on the progress, achievements, challenges, and recommendations for liquid waste management under the Swachh Bharat Mission 2.0.

13.      Awareness and Behavior Change:

•          Guidance to develop and implement awareness campaigns to educate the public on the importance of proper liquid waste management.

•          Promote behavior change initiatives to encourage responsible disposal practices and reduce the discharge of untreated wastewater.

•          Collaborate with local communities, schools, and institutions to raise awareness and drive behavior change in liquid waste management practices.

14.      Documentation Strategy and Planning:

•          Develop a comprehensive documentation strategy and plan for Swachh Bharat Mission 2.0.

•          Identify key documentation needs, objectives, and target audiences.

•          Define documentation formats, guidelines, and standards for consistency and quality.

15.      Documentation Development:

•          Collect and compile relevant information, data, and case studies on various aspects of the Swachh Bharat Mission 2.0.

•          Develop high-quality documents, reports, manuals, guidelines, and best practice documents.

•          Ensure accuracy, clarity, and consistency of content in all documentation materials.

Reporting and Communication:

•          Prepare regular reports on the progress, achievements, challenges, and lessons learned of Swachh Bharat Mission 2.0.

•          Coordinate with relevant stakeholders to gather inputs and ensure timely submission of reports.

•          Develop compelling communication materials, including infographics, presentations, and summaries, to effectively communicate program results and impact.

Capacity Building and Training:

•          Conduct capacity building programs and training sessions on documentation and MIS for relevant stakeholders.

•          Provide guidance and support to field staff in data collection, reporting, and documentation.

•          Enhance the capacity of program staff in utilizing MIS tools and systems for data management and analysis.

16. Collaboration and Coordination:

•          Collaborate with program teams, government agencies, and other stakeholders to gather information and inputs for documentation.

•          Coordinate with communication and knowledge management teams to align messaging and dissemination strategies.

•          Facilitate cross-functional collaboration and coordination for effective documentation and MIS support.

17.      Monitoring and Evaluation:

•          Provide expertise to Develop monitoring and evaluation frameworks, tools, an indicators to track the progress and impact of IEC initiatives in waste management.

•          Collect data on campaign reach, engagement levels, knowledge improvement, and behavior change among the target audience.

•          Analyse monitoring data and prepare reports to assess the effectiveness of communication strategies and provide recommendations for improvement.

18. Collaboration and Coordination:

•          Collaborate with internal project teams, government agencies, NGOs/ CBOs/ CSOs, and other relevant stakeholders to align IEC activities with overall waste management objectives and for grassroot capacity building.

•          Coordinate with media partners, influencers, and communication agencies to amplify the reach and impact of communication campaigns.

•          Ensure effective coordination and communication among different stakeholders involved in waste management projects.
