The Monitoring and Evaluation (M&E) Unit is a cross cutting unit which leads and provides technical support to the programme units in developing and implementing monitoring processes across the programme units.


Reporting to the Country Representative, the Monitoring and Reporting Specialist will provide support to the India Country Office colleagues in developing and implementing a Monitoring Evaluation and Learning Framework.

The Specialist will develop tools, and systems, to help staff collect monitoring and evaluation data. The Specialist will provide training to staff and implementing partners to build M&E capacity within the India CO.

The Specialist will also work with the Communications and Resource Mobilization team to support learning exchange and development of knowledge products.

The Specialist will support staff and implementing partners incorporate monitoring and reporting into programme formulation.

The Specialist will also help staff and implementing partners track results against Strategic Plan targets and the reporting of results to internal and external audiences.

The Specialist will be the anchor point for M&E consultancies. From time to time, the Specialist will run or manage evaluation and monitoring visits.

Duties and Responsibilities

Provide guidance to the CO in incorporating monitoring and reporting into programme formulation:

  • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;
  • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation;
  • Coordinate annual work plan monitoring, reviews and reporting;
  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
  • Provide strategic guidance to partners and CO in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
  • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements;
  • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level.
Provide technical guidance to the Country Office in overseeing monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

  • Provide support and guidance on development and implementation of a monitoring Evaluation and Learning Framework and associated tools and systems;
  • Ensure data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making;
  • Visit partners to support monitoring of results and planning processes;
  • Develop and monitor the CO Monitoring, Evaluation, and Research Plan.
Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Work with programme leads to ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Provide advise on the availability (including collecting and maintaining) of data for country, regional and global corporate reports, midterm reviews, and final evaluations.
Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy:

  • Provide technical support to the implementation of UN Women's Evaluation plan at the country level;
  • Provide guidance to CO, programme staff and implementing partners on evaluations;
  • Ensure communication between the CO and RO regarding Evaluations;
  • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF).

Contribute to knowledge building and capacity building:

  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;
  • Develop capacity development tools, including training materials and packages;
  • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);
  • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

Required Skills and Experience

Education:

  • A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP, PRINCE2, or MSP) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required.
  • Experience in the United Nations systems in desirable.
  • Field experience is desirable.
  • Experience leading and coaching staff in international settings is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of webbased management systems is required.
  • Experience in the use of a modern webbased ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English and Hindi is required.
  • Knowledge of other Indian languages are an asset.
