Being a mid size company engaged in design, development and manufacture, it puts great emphasis on individual's skills and abilities to manage his job functions with minimal supervision and highly accountable for his actions and outcomes.

Role Description (Overview)

The Tender specialist in the defence industry is responsible for managing the tendering process for defence related projects and contracts. This role involves regularly scanning for suitable tenders in all identified portals, down loading the relevant ones, circulating within the company for inputs required for tender submission, preparing detailed proposals, ensuring compliance with regulatory standards, collaborating with various departments, and engaging with potential clients and other stakeholders. The Tender Specialist must possess a thorough understanding of the defence sector, including its specific requirements, policies, and procedures, such as DAP, DPM etc.

Also familiarity with GeM portal, for scanning the notifications, and acting on relevant one for successful bid submission and follow up till the orders are placed/executed.

He will also be responsible for arranging final inspection co ordination and collection of final invoices.

Tasks/Responsibilities

1. Tender identification, Preparation and Submission : 

Develop and compile tender and proposal documents in response to Reqest for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and other procurement methods within the defence sector.

Ensure that all technical, financial, and legal requirements are correctly addressed in each submission.

Familiarity with Gem Portal and ability to handle - its registration, product upload, tender search in that and bid submission and payment processing thru GeM.

2.Regulatory Compliance : 

Ensure adherence to relevant defense regulations, procurement laws, export control laws, and company policies throughout the tendering process. Stay updated on changes in defense procurement policies, manuals and industry standards. Also attend the pre bid meeting and handle the clarifications required, if any.  Also matters relating to GST, E way Bills etc should be clearly known/understood by him.

3.Market Research : 

 Conduct thorough market analysis to identify potential contracting opportunities and assess the competitive landscape within the defence industry. Analyse previous contracts and bids to inform future tender strategies.

4.Cross Department Collaboration : 

Work closely with engineering, project management, finance, legal, and compliance teams to gather required information and develop comprehensive and accurate bids/documentation. Coordinate with technical teams and also the vendors ( if required) to ensure that all specifications are correctly represented and met in line with technical bid requirements in the proposal.

5.Documentation Management : 

 Organize and maintain a repository of previous tenders, contracts, required common input documents and relevant documentation for future reference, as well as for contract preparation in case of successful bids. Ensure that all supportive documents, such as corporate certificates, testimonials, material test certificates, BGs and product brochures, are accurate and up-to-date.

6.Client and Supplier Communication : 

Engage with clients to understand their needs and specifications, and clarify any questions related to the bids for submission and also on submitted tenders, as required. Attend pre bid and post bid meetings as required. Foster relationships with suppliers and subcontractors for potential collaboration in bids, in consultation with the management.

7.Post Submission Activities : 

 Follow up on tender submissions and manage communication regarding the status of proposals.

Prepare and participate in defense contract negotiations, ensuring alignment with company strategies.

8.Reporting and Analysis : 

 Prepare reports on the success rates of tenders and analyse feedback to improve future bidding processes. Track industry trends and technological advancements in defense to provide insights for strategy development. Prepare MIS reports on tenders notified, submitted, successful/failed, reasons for failure etc.

Qualifications

Educational Requirements/Qualifications : 

 A Bachelor’s degree in Business Administration, Procurement, Defense Studies, Engineering or a related field is typically required. 

Specialized certifications in procurement, e-tendering, contract management, or defense contracting can be advantageous.

Experience in the defense industry or a related field or in government procurement dealings is often preferred.

Essential Skills : 

Attention to Detail : Ability to review and ensure the accuracy of complex documents and compliance with requirements.

Strong Communication & co ordination Skills: Proficient in both written and verbal communication to effectively engage with clients and other departments, to co ordinate various inputs/documents required for bid submission.

Analytical Skills : Strong analytical abilities to assess market trends and interpret data related to tenders and contracts.

Project Management: Capable of managing multiple tenders simultaneously, often under tight deadlines. Multi tasking skills and ability to complete the work under strict time lines is essential.

Negotiation Skills : Ability to negotiate terms and conditions with clients and suppliers effectively.

Excellent Computer skills – for tender search, on line bid submission, GeM portal activities, MS Office ( excel, Word and power point) etc.

Experience : 

 Minimum of about 3 years of experience in Business Development through tenders, e Bidding or procurement or related commercial administration

Prior experience in Business Development, Tenders, procurement, particularly within the defense & aero space sector or, is highly desirable.

Familiarity with defense procurement process, GeM procurement and experience in defense logistics and management practices will be given good weightage.

Work Location (On Site)

Trivandrum ( Kerala ) . Can be transferred to other locations ( Nashik or UAE)
