We take a proactive approach by monitoring and testing digital environments to identify vulnerabilities and provide peace of mind to our clients.Role DescriptionWe are seeking an experienced Freelance IBM ODM Developer to modernize a legacy eligibility system by migrating business rules into IBM Operational Decision Manager (ODM) and integrating the rule services with Java/Spring Boot microservices. The ideal candidate will have strong expertise in rule authoring, decision modeling, ruleflows, and performance optimization, along with hands-on experience in integrating ODM with enterprise applications.Key ResponsibilitiesDesign, develop, and implement business rules, decision tables, action rules, and ruleflows using IBM ODM.Collaborate with business analysts and subject matter experts to translate business requirements into executable decision logic.Harvest legacy rules, model BOM/XOM, and build scalable Decision Services to support eligibility, compliance, and benefit determination processes.Integrate ODM rule services with Java/Spring Boot applications using REST APIs.Develop, test, debug, and deploy decision artifacts across multiple environments.Perform unit testing and automated validation using JUnit, DVS, and CI/CD workflows.Optimize rule execution performance, maintain rule repositories, and ensure compliance with governance and version control standards.Work closely with cross-functional teams including Java developers, architects, QA, and legacy system teams.Required Skills8+ years of experience developing, deploying, and managing business rules using IBM ODM or similar BRMS platforms.Strong hands-on expertise with ODM Rule Designer, Decision Center, Ruleflows, Decision Tables, and Action Rules.Advanced experience integrating rule engines within Java/Spring Boot based systems using REST APIs.Solid understanding of decision modeling (DMN) and best practices for scalable and maintainable rule authoring.Proficiency in BOM/XOM modeling and rule harvesting from legacy platforms.Skilled in testing and debugging rule executions using JUnit, DVS, and performance testing tools such as JMeter.Experience working with Git, Maven, Jenkins or similar CI/CD tools for version control and automated deployments.Ability to work collaboratively with analysts, architects, and development teams to align rules with organizational policies.Prior experience supporting State Medicaid/Eligibility systems (strongly preferred).Technologies Used in the ProjectIBM ODM (Rule Designer, Decision Center, RES)Java 8+, Spring Boot, REST APIsDecision Tables, Action Rules, RuleflowsJSON, XML, Data ModelingGit, Maven, JenkinsJUnit, DVS, JMeterIdeal Candidate ProfileStrong analytical skills with deep BRMS expertise.Ability to migrate and refactor legacy business logic into modern decision services.Solid communication and documentation skills.Self-driven, problem-solving mindset suitable for high-volume eligibility and compliance processing systems.
