Head of Software Engineering â Global Healthcare Policy Admin

Overview

Cigna International Health is initiating a project to develop a cutting-edge global healthcare policy administration platform to bolster the expansion of our health businesses across the globe. Weâre actively seeking accomplished leaders to champion our vision and steer us towards successful Policy Administration and Claims Management core product (âPolicy Admin Softwareâ or âPASâ) strategy execution.

We are seeking an experienced and visionary Head of Software Engineering to lead our software development teams in creating high-quality global Healthcare Policy admin software products. The ideal candidate will drive the technical strategy, lead engineering teams, and ensure successful delivery of software solutions aligned with business goals.

Responsibilities

â¢Â Â Â Â Â Â Â Â Â  Technical Leadership:

  • Provides direction for, and is responsible for the output of multiple disciplines within Application Development.
  • Defines and implements the software engineering strategy, ensuring that it aligns with the overall business and product objectives.
  • Owns the application development capability for our Health Policy Admin systems aligned with the product vision as defined by the Global Healthcare Policy Admin product owner
  • Approves applications development policies, standards and procedures

â¢Â Â Â Â Â Â Â Â Â  Team Leadership:

  • Lead, mentor, and manage software development teams, fostering a culture of innovation, automation, collaboration, and excellence.
  • Responsible for career development, performance management, and pay determination and communication to staff. 
  • Work with Global Healthcare Policy Admin Product Owner to ensure software development capacity matches product priorities and strategy

â¢Â Â Â Â Â Â Â Â Â  Project Delivery:

  • Oversees the execution of software projects, ensuring they are delivered on time, within budget, and meet quality standards.
  • Approves proposed project plans and application designs to ensure projects are aligned with standards and IT strategy
  • Allocates appropriate resources to ensure that projects are completed within committed time and budget and are integrated with other software applications.

â¢Â Â Â Â Â Â Â Â Â  Architecture and Development: Partnering with the Product Chief Architect, Guide the software architecture, design principles, and development processes to ensure scalable, secure, and efficient solutions.

â¢Â Â Â Â Â Â Â Â Â  Operational Efficiency: Oversee implementation of DevSecOps to Streamline processes, tools, and workflows to optimize engineering operations and enhance productivity.

Requirements

â¢Â Â Â Â Â Â Â Â Â  Experience : Proven experience (10 years) in a leadership role within software development for commercial software products, with a strong technical background.

â¢Â Â Â Â Â Â Â Â Â  Technical Acumen: In-depth knowledge of software development methodologies, source code management strategies, design patterns, DevOps, automation, and best practices.

â¢Â Â Â Â Â Â Â Â Â  Technologies covered: In-depth experience of implementing software using Microsoft .Net Framework,  C#.Net, web based and javascript technologies ( nodejs, Angular, React), Mobile technologies, API Gateways, Oracle Database

â¢Â Â Â Â Â Â Â Â Â  Leadership Skills: Exceptional leadership, mentoring, and communication skills to guide and inspire technical teams.

â¢Â Â Â Â Â Â Â Â Â  Strategic Thinking: Ability to align technical strategies with business objectives and market demands.

â¢Â Â Â Â Â Â Â Â Â  Education: Bachelorâs or Masterâs degree in Computer Science, Software Engineering, or a related field.

â¢Â Â Â Â Â Â Â Â Â  Domain expertise: Strong undertsanding of Health Insurance domain with experience in managing and developing Claims and policy administration platforms. Exposure to both Individual and Group health plans a distinct advantage.

â¢Â Â Â Â Â Â Â Â Â  Global and regulatory landscapes: Strong understanding and experience of working practices across multiple geographies. Experienced with regional nuances such as tax rules, regulatory interfaces, multi-currency, multi-language etc

â¢Â Â Â Â Â Â Â Â Â  Contributes to establishing strategic goals across the function. Possesses significant freedom to act in the short term.

â¢Â Â Â Â Â Â Â Â Â  Makes decisions, often based on limited information, that have a long-term impact across the function.
