Job Summary:
The Vice Dean shall lead by providing his/her expertise in the overall management and administration of the medical college. This role involves overseeing academic programs, faculty development, research initiatives, and student affairs. The Vice Dean shall work closely with other senior administrators to ensure the smooth operation of the college and contribute to strategic planning and policy development.
Academics
- Arrange, in consultation with the staff of the college, the daily order of Lecturers and practical work for each term of the college which has to be submitted beforehand by the department heads.
- Ensure prompt delivery of classes as per the timetable
- Review the academic deliverables on a periodic basis to ensure quality and promptness
- Preparation and periodic review of course curriculum.
- Setting up the high standard of Professional conduct.
- Responsible for regular visits to various departments and maintenance of strict discipline.
- Organisation of educational programmes, refresher courses, symposia, guest lecture and CME to staff members & undergraduates.
- Responsible for signatures relating to the delivery of Lecturers.
- Coordination of academic activities like, exams, curriculum with the universities.
- Responsible for being a member of the ethics committee of the university.
Administration
- Responsible for order, discipline and efficient management of the College.
- Responsible for carrying out the executive duties connected with the administration of the College.
- Planning and administering rules and regulations to maintain efficient services as per rules and regulations of the university.
- Correspond directly with the Directorial board with all matters.
- Responsible for all the correspondence in connection with the College.
- Responsible for interpreting rules and regulations to the subordinate teaching and non-teaching staff.
- Regular supervision of all the academic and administrative aspects of the Institute.
- Responsible for the discipline of the students in the Hostels and College.
- Incharge of the student's Hostel and will be responsible for their management maintenance of discipline in them.
- Investigation of complaints and maintaining of those records.
- Attention to the complaints and welfare of medical students.
- Counselling and guidance for individual staff members.
- Regular staff meeting for solving individual and group problems.
- Sanction of all kinds of leave to the staff and making in charge arrangements as per the powers delegated.
- Supervision and Maintenance of College Statistics.
- Supervision and Maintenance of Service Registers of the Teaching and non-teaching staff.
- Supervision and Maintenance of Building in coordination with respective department.
- Formulation of short term and long term plans for growth and development of the institution.
- Coordination with other institutions for networking.
HRM
- Recruitment to Teaching/Non-Teaching staff as per the byelaws, Rules and Regulations.
- Promotion of good relations between all categories of staff.
- Conducting departmental meetings for promotion of teaching staff.
- Preparation of Gradation list of Teaching Staff.
- Maintenance of Annual Performance Reports as per the State Rules.
- Institute disciplinary proceedings in respect of both teaching and non teaching staff in case of any mishap.
Finance
- Responsible for the preparation of budget, indents and purchase of supplies etc.
- In charge of all apparatus which are on the college premises and will be responsible for their maintenance in proper condition.
- Responsible for periodically reviewing the dead stock, kitchen, clothing, Medical Stores, instruments, library stationery and other miscellaneous stock of the college.
University
- Responsible for being the academic, administrative, and finance head of the Institute.
- Responsible for implementing recommendations and regulations that are issued from time to time by the Medical Council of Kyrgyzstan, Governing Council, Finance Committee of the University and other regulatory bodies.
- Responsible for presiding over the college council meeting and bringing before the board of management for consideration any question or matter according to the procedure laid down in the rules of the university.
- Giving necessary reports to higher authorities
- Conducting meetings of the Governing Council, Finance Committee, Academic Council, Selection Committee, Purchase Committee and other committees.
- Affiliation work with University and Governing council.
- Any other work entrusted by the directorial board members
