Manager, Information Technology

The Urban Renewal Authority ("URA") is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.

Responsibilities:

• Manage digital transformation projects service delivery, testing and post-production support
• Plan, setup and manage application support process including handling enquiries and arranging trainings
• Support system development by liaising with end-users to define requirements, performing system analysis and design, and formalising the process through the preparation of specifications and documentation
• Manage the integration of artificial intelligence (AI) into IT systems and services by defining a strategic AI roadmap, designing and implementing robust generative AI solutions (such as RAG and prompt engineering), implementing LLMOps practices, and ensuring the data and infrastructure are in place to enable scalable, secure, and cost-effective enterprise-wide adoption
• Coordinate and collaborate with internal and external development team for program development and issue resolution
• Analyse, plan and implement system enhancements
• Leverage advanced data science approaches, including statistical modeling, data mining, and predictive analytics, to generate insights that support data-driven decision-making and support the development of corporate-wide analytics projects and data strategy
• Review and advise on application development, system and network capacity planning, hardware and software system performance standards, programming standards, scope of project documentation and control procedures

Requirements:

• Degree holder in Information Technology, Artificial Intelligence, Data Science, Statistics, Engineering, or related disciplines. Holder of master's degree will have an advantage.
• At least 8 years of relevant work experience
• Experience in managing development team(s), and designing development processes, structures, and best practices
• Experience in solution design and business process design in transforming manual processes to system processes for enterprise scale systems.
• Demonstratable experience in delivering AI / Machine Learning / LLM solutions with hands-on proficiency with Python and common AI/ML frameworks and tools
• Proficiency in MS Office, BI, workflow design and visualization tools
• Good interpersonal, communication and presentation skills
