Cluster Head

  JobPurpose:To lead, manage, and oversee theplanning, financing, execution, and delivery of large -scale infrastructureprojects within the assigned cluster. The role ensures alignment withorganizational strategy, governance frameworks, and financial objectives, whiledriving operational excellence and risk management across the projectportfolio. KeyResponsibilities:1.  Strategic Leadership & PortfolioManagement• Lead the overall project portfolio within theassigned cluster, ensuring delivery of strategic infrastructure initiatives ontime, within scope, and budget.• Align projects with corporate goals, capitalinvestment plans, and long -term business strategy.• Drive performance through structured ProjectManagement Office (PMO) practices and governance mechanisms.2.  Project Planning & Execution• Oversee project lifecycle from concept,feasibility, detailed engineering, procurement, execution, commissioning, andhandover.• Approve project charters, execution plans,resource allocation, and progress reporting.• Coordinate with multidisciplinary teams —engineering, procurement, finance, and operations — to ensure seamlessexecution.3.  Project Finance Management• Manage CAPEX and OPEX budgets, ensuringfinancial discipline and cost efficiency.• Evaluate project financial models, fundingstructures (PPP, EPC, BOT, etc.), and ROI metrics.• Liaise with financial institutions, lenders, andinvestors for project financing arrangements.4.  Risk & Cost Management• Develop and implement risk management frameworksto identify, assess, and mitigate project -level and portfolio -level risks.• Conduct cost estimation, control, and valueengineering to optimize spending without compromising quality.• Monitor cost variances, cash flow, and budgetutilization across projects.5.  Vendor & Contract Management• Manage end -to -end tendering, contractnegotiation, and vendor performance evaluation.• Ensure compliance with FIDIC / EPC / turnkeycontract terms and organizational procurement policies.• Develop strategic partnerships with vendors,consultants, and contractors to enhance execution capabilities.6.  Governance, Compliance & Quality• Ensure all projects adhere to statutory,environmental, safety, and regulatory requirements.• Implement strong governance and reportingsystems for project audits and compliance.• Oversee quality control and assurance across allengineering and construction deliverables.7.  Team Leadership & StakeholderManagement• Lead, mentor, and develop multidisciplinaryproject teams across multiple locations.• Maintain effective communication andcoordination with internal and external stakeholders — government agencies,consultants, partners, and senior leadership.• Foster a high -performance culture focused onaccountability, collaboration, and innovation. KeyPerformance Indicators (KPIs):• Project delivery within time, cost, and qualitybenchmarks• Portfolio ROI and financial performance• Risk mitigation effectiveness• Vendor/contractor performance and compliance• Team productivity and talent retention• Stakeholder satisfaction and governance score  RequirementsQualification& Experience:• Education:o   B.E./ B.Tech (Civil / Mechanical / Electrical)o   M.Tech/ MBA (Project Management / Infrastructure / Finance preferred)• Experience:o   20–25years in Infrastructure Project Management, with at least 5–7 years in a seniorleadership role (GM / Cluster Head / Program Director).o   Experiencein sectors like transportation, power, real estate, water, or urbaninfrastructure preferred.• Certifications (Desirable): PMP, PRINCE2,PMI -RMP, RICS, CCP (AACEI) Skills& Attributes:• Strong leadership and stakeholder managementskills• Deep understanding of project finance, risk, andcontract management frameworks• Excellent negotiation and communication skills• Analytical mindset with strategic thinkingability• Proficiency in MS Project / Primavera / ERP /SAP project modules
