Job Purpose

To manage and execute the end-to-end tendering process for solar / renewable energy / EPC projects including identifying opportunities, preparing and submitting bids, coordinating with cross-functional teams, and ensuring compliance and quality in all proposals.

Key Responsibilities

  1. Tender Identification & Monitoring

  2. Regularly monitor government and private tender portals (e.g., GeM, CPPP, DISCOMs, etc.) for relevant opportunities.

  3. Evaluate tenders based on eligibility criteria, scope of work, technical and commercial feasibility.
  4. Maintain and update a tender tracker for upcoming, ongoing, and submitted tenders.

  5. Tender Analysis & Documentation

  6. Read and analyze RFPs, RFQs, EOIs, bid documents to understand technical requirements, payment terms, BOQ, and other critical elements.

  7. Prepare a document checklist for each tender.
  8. Coordinate with internal teams (engineering, finance, procurement, legal) to collect necessary technical and commercial inputs.
  9. Draft pre-qualification documents, technical proposals, financial bids, and other required components.

  10. Bid Preparation & Submission

  11. Compile and format all bid documents — cover letters, certifications, annexures, BOQs, etc.

  12. Ensure all bids comply with tender conditions, regulatory requirements, and internal quality standards.
  13. Submit bids on e-procurement portals (or physically, if required) within required timelines.
  14. Manage addenda, corrigenda, clarifications, and pre-bid queries.

  15. Coordination & Communication

  16. Liaise with clients, consultants, and other stakeholders for clarifications, meetings, and negotiations.

  17. Attend pre-bid meetings or client meetings, prepare presentation material if needed.
  18. Work cross-functionally to align bid strategy and inputs (technical, financial, legal).

  19. Post-Submission Activities

  20. Track submitted tenders, follow-up on bid status, and manage client communications.

  21. Maintain records of all submissions, queries, correspondence, and documentation.
  22. Support post-bid clarifications or negotiation if required.

  23. Reporting & Analysis

  24. Prepare regular MIS / bid performance reports (win/loss analysis, bid pipeline, tender outcomes).

  25. Suggest improvements to tender strategy based on past bid performance and competitor analysis.
  26. Maintain a repository of credentials, templates, and company past performance documents for future bids.

Qualifications & Experience

  • Bachelor's degree in Engineering (Electrical / Mechanical / Civil) or Business / Commerce / Management.
  • Preferred: Experience in the solar / renewable energy / EPC sector (Sunshell Power works in solar / green energy).
  • Experience: 2–5 years in tendering / bid management / proposal writing. (Sunshell's "Senior Tender Executive" role requires ~3–7 years.)
  • Familiarity with government e-procurement portals like GeM, CPPP, MSTC, DISCOM portals, etc.

Skills & Competencies

  • Strong analytical skills to interpret RFPs, BOQs, technical specs.
  • Excellent written communication for proposal writing, document preparation.
  • Good verbal communication and negotiation skills for stakeholder interaction.
  • Highly organized, with an ability to manage multiple tenders, deadlines, and documentation.
  • Proficiency in MS Office — especially Word, Excel, and PowerPoint.
  • Attention to detail and accuracy.
  • Ability to work cross-functionally (engineering, finance, legal) in a matrix environment.
  • Comfortable working under tight deadlines and following structured workflows.

  • Number of tenders identified vs. applied.
  • Bid submission on time / compliance rate.
  • Win rate of submitted tenders.
  • Quality of bid documentation (internal reviews feedback).
  • Accuracy of cost estimation and bid pricing.
  • Post-bid follow-up effectiveness and client communication.
