**Job Description - Chief Executive Officer (CEO)**

**Salem Yarn Coloring Park (SYCP)**
- (A Special Purpose Vehicle promoted by Textile Entrepreneurs of Salem Region, under the guidance of the Department of Textiles, Government of Tamil Nadu)_

**Position Title: Chief Executive Officer (CEO)**

**Reporting To**: Board of Directors, Salem Yarn Coloring Park (SYCP)
**Location**: Project Office & Administrative Building, Jagir Ammapalayam, Salem
**Nature of Appointment**: Full-Time / Contractual (Initially 3 Years, Renewable Based on Performance)

**1. Position Objective**

The CEO will provide **strategic leadership, administrative direction, and operational management** for all activities of the Salem Yarn Coloring Park (SYCP).
He/She will ensure the **timely execution, commissioning, and sustainable operation** of the **10 MLD CETP (ZLD-based)** and related common infrastructure facilities across the 110-acre park.

The CEO will be responsible for:

- Delivering the project as per the approved DPR, financial and technical parameters.
- Maintaining coordination with **Government of Tamil Nadu departments**, **TNPCB**, **SIPCOT**, **District Administration**, and **member industries**.
- Ensuring the park functions as a **model green-compliant têxtile infrastructure** for Tamil Nadu.

**2. Key Responsibilities**

**A. Strategic & Administrative Leadership**
- Lead the overall management of SYCP SPV, reporting to the Board.
- Translate the Board’s vision into actionable annual plans, budgets, and KPIs.
- Develop and implement policies, standard operating procedures, and compliance systems.
- Ensure statutory, environmental, and financial compliance with GoTN and TNPCB.

**B. Project Execution & Infrastructure Development**
- Supervise design, tendering, procurement, and execution of **CETP (10 MLD, ZLD)** in two phases.
- Coordinate with **PMC, Design Consultants, EPC contractors**, and **SIPCOT** for timely completion.
- Ensure adherence to project timelines

**C. Financial Management**
- Monitor the utilisation of Government assistance and ensure transparency.
- Liaise with banks/institutions for term loan and manage project funding and repayments.
- Oversee revenue models for effluent treatment charges, O&M collections, and user service fees.
- Present quarterly financial and progress reports to the Board and Government authorities.

**D. Operations & Maintenance**

**E. Stakeholder Coordination**
- Maintain close liaison with:

- **Department of Textiles**, **TNPCB**, **SIPCOT**, **District Collectorate**, and **local Panchayats**.
- **Member dyeing units** and **industry associations** for operational and financial cooperation.
- Conduct monthly stakeholder review meetings and public communication sessions.

**F. Human Resource & Team Management**
- Build and lead a multidisciplinary team of engineers, accountants, and administrative staff.
- Oversee recruitment, capacity building, and performance evaluation of project personnel.
- Foster a culture of transparency, accountability, and teamwork.

**G. Communication & Public Relations**
- Represent SYCP at Government meetings, industry forums, and public consultations.
- Promote SYCP as a **model Green Textile Park** at state, national, and international levels.

**3. Qualifications & Experience**

B.E./B.Tech. in Civil / Chemical / Environmental Engineering

or

M.Tech./MBA in Project Management / Industrial Management

**15 - 20 years** of total experience, with at least **10 years** in project management of large industrial or environmental infrastructure projects.

Experience in CETP / Textile Parks / Industrial Parks under PPP/SPV models.Proven ability to lead multi-stakeholder projects involving Government, Financial Institutions, and Industry Bodies.Knowledge of TNPCB procedures, govt schemes, and GoTN funding models.

**5. Remuneration & Tenure**
- **Remuneration**: Competitive salary commensurate with experience (₹ 12 - 18 lakhs p.a. CTC) with incentives.
- **Tenure**: Initially 5 years, extendable based on performance and project milestones.

**6. Reporting & Evaluation**
- The CEO shall report directly to the **Board of Directors of SYCP**.
- Performance will be reviewed quarterly by the Board against progress indicators (physical, financial, and operational).

**7. Work Location & Facilities**
- **Administrative Building** inside SYCP, Jagir Ammapalayam, Salem.
