Overview: As the Chief Financial Officer (CFO) for a municipality, you will be responsible for managing the financial actions of the city. Your role will include tracking cash flow, financial planning, analyzing the city's financial strengths and weaknesses, and proposing corrective actions. The CFO will report directly to the City Manager and work closely with the City Council to ensure the financial health of the municipality.

Responsibilities:

  • Develop and implement financial strategies to ensure the municipality's fiscal health.
  • Oversee the preparation of annual budgets and financial reports.
  • Monitor and direct the implementation of strategic business plans.
  • Manage the municipality’s financial performance and report on financial metrics.
  • Ensure compliance with local, state, and federal financial reporting requirements.
  • Provide strategic recommendations to the City Manager and City Council.
  • Manage the finance department, including the hiring, training, and evaluation of staff.
  • Oversee the municipality’s investment activities and manage risk.
  • Coordinate and lead the annual audit process, liaising with external auditors and the finance committee of the City Council.
  • Ensure that effective internal controls are in place and ensure compliance with applicable federal, state, and local regulatory laws and rules for financial and tax reporting.
  • Collaborate with other department heads to support citywide goals and initiatives.

Requirements
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; Master’s degree or CPA preferred.
  • Extensive experience in financial management, preferably within a public sector or municipal environment.
  • Proven experience in budget development, financial forecasting, and financial analysis.
  • Strong knowledge of municipal finance laws and regulations.
  • Excellent leadership and organizational skills.
  • Strong analytical and problem-solving abilities.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with other municipal departments and the City Council.

Requirements
Requirements Thorough knowledge of principles and practices related to the trades inspectional field of responsibility. Thorough knowledge of the relevant municipal bylaws and provincial regulations, codes and standards. Considerable knowledge of the departmental policies, procedures and practices related to the work. Ability to understand, interpret and apply the BC Building Code, bylaws, regulations, plans and specifications, to recognize technical requirements and to suggest changes and corrections as required. Ability to plan, assign and supervise the work of subordinate staff. Ability to read, understand and interpret plans and specifications; recognize technical requirements and suggest and enforce changes or corrections as required. Ability to recognize faulty construction or hazardous conditions pertaining to structural stability of buildings. Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to enforce regulations and codes with fairness, impartiality and good judgement. Ability to assist in developing policies and procedures and to prepare a variety of reports related to the work.
