Purpose:

  • The Proposal Manager is responsible for leading, managing, and supporting the proposal development lifecycle for all assigned proposals. The proposals are for the U.S. public sector agencies (SLED and Federal), may vary in size from small to large, and may require a variety of solutions. The Proposal Manager is responsible for end-to-end development, administration, guidance, and compliance of proposals.
  • Tasks include Bid Analysis, Kick-Off Meetings, Status Calls, Proposal Development, Proposal Writing, Color Reviews, Proposal Production, Knowledge Management, Win/Loss Analysis, Lessons learned.


Required Skillset:

  1. Bachelor's degree from an accredited college/university.
  2. Minimum of 8 years of experience in end-to-end development of proposals for U.S. government customers.
  3. Complete knowledge of bid and proposal life cycle and the U.S. public sector formats and regulations.
  4. Team Management.



Preferred Skillset:

  1. A.P.M.P. Certification



Roles and Responsibilities:

  • Manage the full life cycle of Bid Analysis, Response Development & Reviews, and Submission.
  • Manage and/or write the technical proposal sections, responses, white papers, resumes, past performance citations, or other proposal narratives in response to bids.
  • Interpret bid requirements for compliance mapping.
  • Develop proposal templates, outlines, compliance matrices, production checklists etc.
  • Develop and maintain the proposal schedule, and report on progress.
  • Coordinate, prepare for, and participate in proposal meetings and reviews.
  • Ensure submissions are accurate, complete, and compliant with bid requirements and editorial specifications, as well as corporate quality and branding standards.
  • Participate in upkeep of reusable databases. Databases include Proposal Content, Graphics, Past Performance, Re-Usable Assets, etc.
  • Improve the profitability of projects by innovative solution development and being competitive in collaboration with other persons and solution architects.
  • Write lessons learned reports – collect and compile input.
  • Assist other team members with other duties as assigned.
  • Observe safe and professional work practices of the team as compliance requirement of company.
  • Proven ability to successfully communicate company proposal objectives and key characteristics to management and teammates, in writing and through oral presentations.
  • Ensure that the proposal in full compliance to techno-commercial requirements, all assumptions are clearly spelt out; risks and contingencies are properly evaluated and documented.
  • Direct working with the pre-sales and proposal teams on bids and proposals for winning new business & growing existing accounts.
  • Providing supervisor support to the junior pre-sales analysts for daily tasks and activities.
  • Managing the entire bid and proposal lifecycle, which includes understanding & finalizing the scope of work, and technical & functional solution reviews.
  • Coordinating with the pre-sales, proposal, contract, recruitment, and other teams to ensure the highest quality business operations and proposals.
  • Communicating closely and collaboratively with govt. clients (State & Federal) to devise effective business solutions for their problems or pain areas.
  • Identify price or cost parameters, determine the number and frequency of deliverables, examine contract length and level of effort, look for special conditions or notices, and understand the method of evaluation for responses.
  • Ensuring that the formulated solution(s) meets customer requirements and adds value to the customer ecosystem.
  • Hands-on experience in dealing with all types of bids which are RFIs, RFQs, RFPs, task orders, and other RFX at all levels.
  • Maintaining a knowledge base using digital repositories of all projects during all phases of the lifecycle.
  • Market research of the latest tech and govt. business trends, exploring potential business areas according to the organizational capabilities.
